The ability to authorize a short shipment is managed at the User Group level, not the individual user level.
Scenario
Person A is a warehouse picker. Person B is a warehouse supervisor.
On the DVU platform, Person A belongs to a user group called WH STAFF. Person B beings to a user group called WH ADMIN.
With a few clicks, a DVU admin can enable short shipping permissions in the WH ADMIN user group. Every person assigned to that group can authorize a short shipment. Every person assigned to the WH STAFF use group must find an authorized person when they try to fill an order but discover an inventory shortage.
Setting user group permissions

Go to Home > Settings > Security > User Groups.

Open a user group (or create a new one).

Click Orders on the side menu.

Scroll down to the Shipping Orders heading.

Locate Allow Short Ship.

Use the checkbox to enable or disable this permission.

Click Save.
